Metre was founded in 2009 by Robin Davis, a healthcare proposal professional and APMP fellow. Today, Metre is a nationwide team of 80+ proposal professionals focused exclusively on helping healthcare organizations win and defend business through RFPs and competitive procurements.
Metre (mēder) is defined as the basic pulse and rhythm in a piece of music—without it, music is just noise. We bring that same structure to healthcare sales proposals. Metre helps you understand what matters most to your customer, then builds targeted, differentiated messages around their specific needs, so your value comes through clearly instead of getting lost in the noise.

We provide full-service proposal execution, taking leadership of your response through a proven, four-phase approach:
Phase 1: Pre-RFP Strategy and Readiness
Before the RFP drops, we help you define your customer-specific competitive advantage. We conduct an in-depth opportunity assessment, a solution gap analysis, and a competitive review. The discovery process results in a top-down approved plan to win—a strategic blueprint that aligns your team around winning differentiators and value themes.
Phase 2: Proposal Development and Management
Once the RFP drops, we turn your knowledge into compliant, high-scoring content. Our project managers handle daily project activities, compliance tracking, and timelines while our healthcare-focused writers gather insights and information from your SMEs. Then we use our proprietary MA.G.I.C. Framework to build a compelling, customer-focused narrative.
Phase 3: Quality Control and Submission
Throughout the writing, editing, and review process, we focus attention on the overall impact of your content. At red team or second draft review, we invite seasoned, objective evaluators to grade your draft against the official scoring criteria and proposal industry standards. We synthesize and deliver the mock scoring results with high-level and question-level recommendations for improvement, allowing the team to focus energy on improving the key areas of the proposal that will have the most impact on the outcome. Once content is final and approved, we prepare the proposal documents for packaging and delivery by conducting a copy edit, page layout and design, and final document rendering.
Phase 4: Finalist Preparation
When you’re selected as a finalist and invited to present, we translate your written proposal into a high-impact presentation. We create storyboards for slide content, develop a “run of show” flow, and coach presenters on delivery best practices using proven 1:1 orals coaching methods and team rehearsals.

Robin Davis, CF APMP Fellow
Founder and Chief Executive Officer
Robin Davis has spent 25 years helping healthcare organizations compete for and win complex business. Before founding Metre, she built and led proposal teams at Healthways and Vitality Group, experience that shaped her view of proposal development as a strategic, revenue-generating discipline—and continues to shape how she leads Metre today.
An APMP Fellow and longtime thought leader in the proposal profession, Robin has led APMP’s Healthcare Industry Task Force, served on its International Board of Directors, and chaired her local chapter. A two-time entrepreneur, she also serves on the board of the Nashville chapter of Entrepreneurs’ Organization and is a sought-after speaker on healthcare sales and proposal strategy.
Lisa Willett
Chief Experience Officer
Lisa Willett brings more than 20 years of experience leading customer experience, operations, and strategic growth in healthcare. Before joining Metre, she held executive and operational leadership roles at MHK, Marpai, DST Health, naviHealth, and Healthways. Her work spanned client services, strategic accounts, quality improvement, and population health, giving her a broad understanding of healthcare organizations and their customers.
As Metre’s Chief Experience Officer, Lisa leads service delivery, strengthens client partnerships, and shapes how the company serves clients as it grows. A Six Sigma Black Belt, she brings a disciplined approach to execution and measurable outcomes. She is also a member of Women Business Leaders of the U.S. Health Care Industry Foundation (WBL).
Priscilla Strom, CF APMP
Chief Growth Officer
Priscilla Strom brings nearly two decades of experience in healthcare proposal development, sales enablement, marketing, and growth. She began her career in proposals at McKesson before expanding into marketing strategy, pipeline development, and enterprise sales at Casenet, Enlace Health, and MHK. Her experience spans both developing winning proposals and leading complex healthcare sales.
As Metre’s Chief Growth Officer, Priscilla leads growth strategy, sales, and marketing, helping translate the company’s expertise into clear value for healthcare buyers. An APMP 40 Under 40 honoree and CF APMP-certified professional, she previously served on the board of APMP’s Nor’easters Chapter and is a member of Women Business Leaders of the U.S. Health Care Industry Foundation (WBL).
Dawn Riess
Chief Financial and Human Resources Officer
Dawn Riess brings more than 18 years of accounting and finance experience and over eight years of human resources leadership to Metre. Before joining the company, she held finance and HR leadership roles at GoPath Laboratories and a physician-owned specialty medical practice, overseeing financial reporting, payroll, benefits, and compliance while supporting executive financial decisions.
As Metre’s Chief Financial and Human Resources Officer, Dawn leads finance and people operations, building the systems and programs that support the company’s growth. Her experience across healthcare, insurance, financial services, and manufacturing informs her approach to budgeting, forecasting, and organizational development, with a practical understanding of the financial and workforce needs of growing healthcare businesses.
Kailee Ostroski, CFP®
Integrator
Kailee Ostroski brings experience in operations, strategy, and organizational leadership to Metre. She spent nearly a decade in client service and operational leadership at wealth management firms in Connecticut, building the processes, systems, and team practices needed to support growth. Today, she helps founder-led businesses translate strategy into daily operations.
As Metre’s Integrator, Kailee works across the leadership team to set priorities, establish accountability, and resolve obstacles, keeping people and processes aligned as the company grows. A CERTIFIED FINANCIAL PLANNER™ professional and trained EOS® Integrator, she was named a Hartford Business Journal 40 Under Forty honoree and the HERverse 2025 Fractional Integrator of the Year.
